Programme Section

The aim of EUPOL COPPS is to strengthen the rule of law institutions within the Palestinian Territories for the benefit of all its people. The support the Mission provides to these institutions is guided by national strategies and programmes that set out institutional capacity building priorities.
In order to provide its support in an effective, accountable and transparent manner the Mission has adopted the so-called programmatic approach. Key features of the approach are:
1-All interventions are structured according to different project management phases;
2-Result based;
3-Participatory and ownership
The first point entails that projects are based on a comprehensive needs and capacity assessment and concluded with an evaluation. The second point refers to the use of baselines, benchmarks and clear objectives. The third point implies that national counterparts are fully engaged throughout the project cycle. In fact, the project should be ‘owned’ and managed by national counterparts to ensure commitment to project deliverables and goals and to enhance the sustainability of results.
For EUPOL COPPS the programmatic approach implies that it has principally only a supporting role (advice and mentoring) in the development and implementation of capacity building interventions. The project management is headed by counterparts. Conversely, in order to deliver this support effectively the Mission works closely with counterparts and at all levels of the respective institutions, from strategic to operational levels.
In this process EUPOL COPPS pays particular attention to the links between the Security and Justice sectors.
In this context, the Programme Section primarily provides technical advice and training to the Mission and national counterparts alike, to ensure an effective development and implementation of capacity building interventions.
The section has particularly contributed to:
· review of the Palestinian Security Sector Strategy;
· development of the PCP Development Plan;
· creating and enhancing mechanisms within the PCP and Ministry of Interior to coordinate and ensure the quality of programme and project development;
· development, implementation and evaluation of Mission programmes and projects and pertinent organisational structures and modus operandi.
