German Federal Police experts provide specialized document security training for the Palestinian Civil Police (PCP)

The German Representative Office Ramallah, in cooperation with EUPOL COPPS, has provided a two-weeks specialized training course in the field of Document Security and Examination for 

16 Officers of the Palestinian Civil Police and 4 members of the Palestinian Ministry of Interior. After having successfully taken part in the course, their graduation ceremony took place today, 23rd June 2011, at the headquarter of Judicial Police in Ramallah.
This specialized training was provided by experts of the German Federal Police (Bundespolizei) in cooperation with the Palestinian Civil Policeand was held in the HQ of Judicial Police in Ramallah.
During the course, participants were trained in identifying document fraud, specialized knowledge related to document security features, passport production, printing technologies and forensic examinations related to document fraud. The course was implemented on the basis of a "train-the-trainer" concept.
The cooperation between the German Federal Police (Bundespolizei) and the Palestinian Civil Police in combatting document fraud is part of a comprehensive approach of providing basic skills as well as specialised expertise to the PCP over the whole year 2011 and includes beside a package of trainings courses as well the delivery of special equipment to the PCP. Experts of the Federal Police had already provided 4 basic training courses in this field at the beginning of this year for round about 70 Officers of the PCP and the Ministry of Interior. Germany will continue this cooperation in the future.
The training of Palestinian security forces is an indispensable requirement for a functioning Palestinian state. To this end, Germany hosted an international donor conference in Berlin on 24 June 2008, the Berlin Conference in Support of Palestinian Civil Security and the Rule of Law, to support the development of a functioning police force and judicial system in the Palestinian territories.  As a contribution and a conclusion of the conference, Germany pledged a 15 million euro aid package.
This training of the PCP is one example of Germany’s contribution to the Palestinian Civil Police and a visible sign for the effective cooperation with the Palestinian Police. Germany is supporting the PCP with infrastructure projects and equipment as well. The German contribution to the PCP is implemented in close cooperation and coordination with EUPOL COPPS.
