Ramallah, 16th April 2010 - EUPOL COPPS’s Police Advisory Section received a presentation on the Intermediate Leaders’ Course (ILC) given by James C. Whitington, as adviser to US Security Coordinator, Gen. Keith Dayton.
The Intermediate Leaders’ Course is an inter-services course attended by members of all 7 branches of the Palestinian Security Forces (NSF, PCP, PSO, GI, PG, MI and Civil Defence) according to pre-established quotas depending on the size of each force (numbering from 10 for NSF and PCP to 3 for the Civil Defence).
It’s implemented by 18 instructors who have previously got specialized training themselves, 10 Palestinian officers and 8 internationals (2 from UK and Canada, 1 from Finland, Denmark, the Netherlands and Turkey), among them EUPOL COPPS officials.
As this Consultant to the USSC explained, the Intermediate Leaders’ Course should give training to some 300 officers from the Palestinian Security Forces during 2010. And although no timeline has been yet set for passing the Course into full Palestinian ownership, this could happen after next year.
The Intermediate Leaders’ Course is implemented at the Presidential Guard’s HQ in Jericho, where the attendees have also modern accommodation facilities throughout the course, as well as the trainers from the Palestinian Security Forces.
Although no Police women are attending the current course, 2 attended the first one and another 5 have been already selected for the next one, in an effort to increase the participation of female officers into the middle ranks of the Palestinian Security Forces.
