Palestinian justice institutions meet with Danish legislative drafters

On 24 November 2016, EUPOL COPPS facilitated a study trip to Denmark for seven Palestinian officials representing Palestinian institutions involved in the legislative process. The trip was hosted by the Danish Ministry of Foreign Affairs.  

The participants visited several public institutions in Denmark involved in the drafting of new legislation. The trip included a visit to the Danish Ministry of Justice where the delegation met with representatives of the Law Quality Office and the Chairman of the standing committee. They discussed legislative processes and how the quality review of legislation is conducted by the Ministry of Justice. Further, the participants visited the Danish parliament and met with representatives from the Law Secretariat and the legal committee of the parliament. They were given presentations on the legislative phase within the parliament after legislation is submitted by the various ministries. In addition, the delegates visited the Department of Civil Affairs - the institution responsible for publication of legislation - where they were introduced to the electronic publication of legislation and how the electronic official gazette is functioning.

On the third day, the participants visited the Ministry of Interior and Social Affairs to discuss the role of this ministry in legislation and how the process is managed in cooperation with the Ministry of Justice. On the last day, the delegates visited the Ombudsman where they received a presentation on the civil complaint oversight against the governmental violations of the law.

The Palestinian delegation included representatives from the Ministry of Justice, the Ministry of Interior, the Council of Ministers, the President’s Office, the Palestinian Legislative and Legal Opinion Bureau and the General Secretariat of the Palestinian Legislative Council.
